Well, the end of it is: the reason he's using a scapegoat is because he's trying to do an exorcism on himself, we think, but doesn't want to clue in the thing he's exorcising.
Yeah, since he gave you this bag and told you that you could freely look through it, I feel he's left these plans in on purpose in the hopes that you'd catch onto it and show it to others.
Obviously worst case and extreme worst case we don't want, so we may have to find a way to intervene, but we also want to try and limit any damage to Tarou himself.
In the end he's not a bad person, just someone in a bad situation and it's obvious he wants someone to step in here.
It's just dealing with the Earthbound God that's the tricky part. If only we had a way to somehow... seal it away somewhere... and keep both Tarou, and what might be his alternate self, safe.
I'm no expert in this stuff, but there was probably a point to them, right? Given that he handed them off on purpose, and given the-- sheer size of this circle, he might've kept them with you to make sure you'd be fine?
Cause we've got evidence he's been setting this up to be almost city wide, possibly.

I wonder if they can act as a barrier somehow. Like stopping what he's trying to do from activating all over the city and instead keeping it confined to the area he's in specifically?
